Using a 1/4 cup measure, scoop out the salmon mixture and shape into patties. Place the patties on a plate and refrigerate for 30 minutes.
In a shallow dish, combine the flour, egg, and panko bread crumbs. Dip each patty into the mixture, coating each side. Place the coated patties on a plate.
In a large non-stick skillet, heat the olive oil over medium-high heat. Place the patties in the skillet, and cook for 3-4 minutes per side, or until golden brown and cooked through.
