Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the chicken and cook until golden brown and cooked through, about 5 minutes.
Add the garlic, bell pepper, snow peas, soy sauce and ginger. Cook for 2 minutes, stirring frequently.
Add the soba noodles and reserved sesame oil mixture and cook until the noodles are heated through, about 3 minutes.
Garnish the noodles with sesame seeds and green onions. Serve immediately.
