In a medium saucepan, melt butter over medium heat. Add brown sugar, corn syrup and salt; stir until sugar is dissolved. Stir in condensed milk.
Cook and stir over medium heat until mixture is thickened and reaches a rolling boil, about 10 minutes. Remove from heat. Stir in vanilla; cool for 10 minutes.
Stir in chocolate chips and walnuts. Spread in a greased 13x9-in. baking dish.
Drizzle with caramel topping; cut into bars. Let stand until set.
