Bring a large pot of water to a boil. Add the cabbage and cook for 5 minutes, or until the leaves are softened. Remove the cabbage from the pot and rinse with cold water. Gently peel off 12 large leaves and set aside.
In a large bowl, mix together the ground beef, rice, onion, garlic powder, oregano, basil, salt, and pepper.
Place about 1/4 cup of the beef mixture in the center of each cabbage leaf. Fold the cabbage leaf around the filling, tucking in the sides. Place the stuffed cabbage rolls in a large pot.
In a medium bowl, stir together the tomato sauce and beef broth. Pour the sauce over the stuffed cabbage rolls.
Bring to a boil, reduce heat to low, and simmer for 30 minutes.
