Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking dish.
In a medium bowl, mix together the melted butter, brown sugar, cinnamon, and nutmeg. Stir in the flour, pecans, baking powder, salt, and baking soda until well blended.
Press the dough evenly into the prepared baking dish. Bake for 20 minutes in the preheated oven, or until the edges are golden brown.
Allow to cool slightly before cutting into squares.
