In a large bowl, cream together the peanut butter, butter, brown sugar, and white sugar until smooth. Beat in the eggs one at a time, then stir in the vanilla. Dissolve baking soda in hot water. Add to batter along with flour. Mix until all ingredients are well blended.
Spread the batter into the prepared pan. Sprinkle with the chocolate chips. Bake for 25 minutes in the preheated oven, or until the top is golden. Cool before cutting into bars.
