Directions
In a shallow bowl, combine the flour and 1 tablespoon of the oil.
Dredge the fish in the flour mixture, shaking off any excess.
Heat the remaining oil in a large skillet over medium-high heat. Add the fish and cook for 3 to 4 minutes per side, until golden brown and cooked through.
In a small bowl, combine the oyster sauce, soy sauce, water, garlic, ginger, and red pepper flakes. Pour the sauce into the skillet and bring to a simmer.
Add the vegetables and simmer for 3 to 5 minutes, until the vegetables are tender.
Serve the fish and vegetables with the sauce spooned over the top.
