In a large bowl, mix together the ground turkey, garlic powder, onion powder, oregano, basil, salt, pepper, Parmesan cheese and parsley. Form the mixture into 8 patties.
Heat the olive oil in a large skillet over medium heat. Add the onion and garlic and cook until the onion is softened, about 5 minutes. Stir in the diced tomatoes, oregano, basil and red pepper flakes. Simmer for 10 minutes.
Preheat an outdoor grill for medium-high heat and lightly oil the grate. Place 4 of the patties on the preheated grill. Place a spoonful of the tomato sauce on top of each patty, then sprinkle with mozzarella cheese. Top with the remaining 4 patties, pressing the edges together to seal.
Grill the burgers until they are cooked through and the cheese has melted, about 10 minutes per side. Split the buns and lightly toast them on the grill. Serve the burgers on the buns with the remaining tomato sauce.
