In a medium bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt. Set aside.
In a large bowl, combine eggs, buttermilk, oil, and vanilla extract. Whisk until combined.
Add dry ingredients to wet ingredients and mix until just combined. Do not overmix.
Add hot chocolate mix and chocolate chips to the batter and mix until just combined.
Divide batter evenly among cupcake liners, filling each about 3/4 full. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
Let cupcakes cool completely before topping.
To make the topping, beat heavy cream and powdered sugar until stiff peaks form. Pipe or spread on top of cooled cupcakes.
