2 tablespoons olive oil
1 large onion, diced
2 cloves garlic, minced
1 pound ground beef
2 bell peppers, diced
1 teaspoon ground cumin

Directions
Heat the oil in a large pot over medium heat. Add the onion and garlic and sauté until softened, about 5 minutes.
Add the ground beef and cook, stirring occasionally, until the beef is browned, about 7 minutes.
Stir in the bell peppers, cumin, chili powder, paprika, oregano, salt, and pepper. Cook for 1 minute.
Stir in the tomatoes and black beans. Bring to a boil, then reduce the heat and simmer for 20 minutes.
Serve the chili over cooked rice and top with sour cream and cilantro, if desired.
