In a large skillet, cook beef, onion, bell pepper, tomatoes, garlic powder, chili powder, salt, and pepper over medium-high heat for 10 minutes or until beef is cooked through and vegetables are softened.
Remove from heat and stir in cheese.
Lay out empanada wrappers on a clean surface and spoon 1-2 tablespoons of the beef mixture into the center of each wrapper.
Brush edges of wrappers with beaten egg and fold over to form a half-moon shape.
Press edges together firmly and crimp with a fork.
Place empanadas on a parchment paper-lined baking sheet and brush top of each empanada with beaten egg.
Bake for 15-20 minutes or until golden brown.
Serve warm with your favorite dipping sauce.
