Preheat oven to 375°F. Grease a 9x13-inch baking dish with olive oil.
In a large bowl, toss the cauliflower florets with olive oil, garlic powder, salt, and pepper to coat. Spread in the prepared baking dish.
Sprinkle the cheese over the cauliflower. Pour the heavy cream over the cheese.
Bake for 20-25 minutes, or until the cauliflower is tender and the cheese is melted and bubbly. Sprinkle the Parmesan cheese over the top and return to the oven for an additional 5 minutes.
Serve hot.
