In a large bowl, combine the flour, baking powder, baking soda and salt. Cut in the butter until the mixture is crumbly. Stir in the buttermilk until the dough comes together.
Turn the dough out onto a lightly floured surface and knead 8 to 10 times. Roll the dough out to 1/2-inch thickness and cut with a biscuit cutter. Place on an ungreased baking sheet and bake for 12 to 15 minutes, or until golden brown.
Meanwhile, melt the butter in a saucepan over medium heat. Stir in the flour and cook for 1 minute. Slowly whisk in the milk until the sauce is thick and creamy. Season with salt and pepper. Serve over the warm biscuits.
