Bring a large pot of lightly salted water to a boil. Add macaroni and cook for 8 to 10 minutes or until al dente; drain.
In a medium bowl, mix together mayonnaise, green onion, red bell pepper, yellow bell pepper, celery, sugar, vinegar, garlic powder, salt and pepper. Stir in the cooked macaroni.
Cover, and chill in the refrigerator for at least 1 hour before serving.
