Preheat oven to 350°F (175°C). Line a 12-cup muffin tin with cupcake liners.
In a large bowl, cream together butter and sugar until light and fluffy. Beat in eggs one at a time, then stir in vanilla.
Combine flour, baking powder and salt; stir into the creamed mixture alternately with the milk.
Divide the batter evenly among the prepared muffin cups. Bake in preheated oven for 18 to 20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
Remove cupcakes from muffin tin and cool completely on a wire rack.
Divide the black food dye into 12 small bowls. Dip the top of each cupcake into the dye, turning to cover the top of the cupcake evenly.
Press candy eyes onto the top of each cupcake.
