Peel and grate the potatoes on the large holes of a box grater and transfer to a large bowl.
Add the flour and salt and mix until the dough is just combined.
Divide the dough into 8 pieces and form each piece into a log about 1/2 inch thick.
Cut each log into 1/2 inch thick slices and transfer to a plate.
Heat the butter and oil in a large skillet over medium heat.
Add the potato slices to the skillet and cook until golden brown, about 5 minutes per side.
Remove from heat and transfer to a plate. Sprinkle with parsley and Parmesan cheese and serve.
