In a large bowl, combine the broccoli, onion, garlic, bell pepper, jalapeño pepper, parsley, cayenne pepper, smoked paprika, garlic powder, onion powder, salt, and flour.
Mix until everything is well combined.
Add in the olive oil and mix until a thick batter is formed.
Heat a large skillet over medium-high heat and add enough olive oil to coat the bottom of the skillet.
Once the oil is hot, add spoonfuls of the batter to the skillet and flatten into patties.
Fry the fritters for 3-4 minutes on each side until golden-brown and crispy.
