Heat the oil in a large skillet over medium-high heat. Add the steak strips, onion, bell pepper and garlic, and cook until the beef is lightly browned.
Transfer the beef mixture to a slow cooker. Pour in the soy sauce, ginger, sugar and black pepper. Cover, and cook on Low for 4 hours.
Serve over cooked rice.
