Preheat oven to 350 degrees F (175 degrees C). Grease a 9x5 inch loaf pan.
In a small bowl, mix together the flour, baking powder, baking soda, and salt. Set aside.
In a medium bowl, mix together the raisins and rum. Let stand for 15 minutes.
In a large bowl, cream together the butter and sugar until light and fluffy. Add in the eggs, one at a time, beating well after each addition. Stir in the vanilla extract. Gradually stir in the dry ingredients until just blended. Fold in the raisin mixture.
Pour the batter into the prepared pan. Bake for 45 minutes, or until a toothpick inserted into the center of the bread comes out clean.
Let cool in the pan for 10 minutes, then turn out onto a wire rack to cool completely.
