Add the black beans, corn, diced tomatoes, and water and simmer for 10 minutes.
In a medium bowl, whisk together the cornmeal, flour, sugar, baking powder, baking soda, and salt. In a separate bowl, whisk together the buttermilk, eggs, and melted butter. Add the wet ingredients to the dry ingredients and mix until just combined.
Spread the beef mixture in the prepared baking dish. Top with the cornbread mixture. Bake until the top is golden brown and a toothpick inserted into the center comes out clean, about 30 minutes.
Let cool for 10 minutes before serving.
