Heat the oil in a large saucepan over medium heat. Add the onion and garlic and cook until softened, about 5 minutes. Add the ground beef and cook until it is no longer pink, about 8 minutes.
Stir in the Italian seasoning, salt and pepper. Add the crushed tomatoes and tomato sauce and bring to a simmer. Simmer for 10 minutes.
Add the cream and simmer for another 5 minutes. Remove from heat and set aside.
In a 9x13-inch baking dish, layer 1/3 of the meat sauce, followed by 1/2 cup of mozzarella cheese. Top with 1/3 of the ricotta cheese, 1/3 of the mozzarella cheese, 1/3 of the parmesan cheese, and 1/3 of the basil.
Repeat the layering two more times, ending with the meat sauce and mozzarella cheese on top. Bake for 30 minutes, until the cheese is melted and bubbly. Let cool for 10 minutes before serving.
