Preheat oven to 350 degrees F (175 degrees C). Grease 24 mini-muffin cups.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time.
In a separate bowl, sift together the flour, baking powder and salt. Gradually stir the dry ingredients into the creamed mixture alternately with the milk. Stir in the vanilla. Fold in the chocolate chips.
Fill each muffin cup about two-thirds full. Bake for 15 to 20 minutes in the preheated oven, or until a toothpick inserted into the center of a cupcake comes out clean.
Allow cupcakes to cool in pan for 10 minutes before removing to cool completely on a wire rack.
