Preheat oven to 300°F (150°C). Line baking sheet with parchment paper.
In a large bowl, beat egg whites until foamy. Add cream of tartar and beat until soft peaks form. Slowly add sugar, one tablespoon at a time, beating until stiff peaks form. Add vanilla extract and peppermint extract and mix until combined.
Fold in chopped mint leaves and chocolate chips. Drop by teaspoonful onto baking sheet, spacing them at least an inch apart. Bake for 25 minutes or until lightly golden brown.
Remove from oven and let cool completely before serving.
