In a medium bowl, combine the flour, garlic powder, onion powder, smoked paprika, oregano, thyme, salt, pepper, and cayenne pepper. Mix until combined.
Toss the frozen artichokes in the seasoned flour until well coated.
Spread the artichokes on the prepared baking sheet, and drizzle with olive oil. Bake for 15 minutes.
Remove from the oven and let cool for 5 minutes before serving.
