In a shallow bowl, combine the flour, salt, and pepper. Add the chicken cubes and toss to coat with the flour mixture.
Heat the oil in a large skillet over medium-high heat. Add the chicken and cook until golden brown and cooked through, about 5 minutes. Remove the chicken from the skillet and set aside.
Add the coconut milk, vegetable broth, garlic powder, ground ginger, and red pepper flakes to the skillet. Stir to combine and bring to a simmer.
Add the green beans and simmer for 5 minutes, stirring occasionally.
Add the cooked chicken to the skillet and simmer for an additional 5 minutes, stirring occasionally.
Serve the coconut chicken and green beans with hot cooked rice.
