In a large bowl, combine the cauliflower florets, flour, Parmesan cheese, eggs, garlic powder, oregano, salt, and black pepper. Mix until evenly combined.
Using a tablespoon measuring spoon, scoop the cauliflower mixture onto the prepared baking sheet. Flatten gently with your fingers.
Bake for 15 minutes or until golden.
Remove from oven and top each bite with pizza sauce and mozzarella cheese.
Return to oven and bake for an additional 5 minutes or until cheese is melted and bubbly.
