In a large saucepan, heat the olive oil over medium-high heat. Add the sausage and cook until lightly browned, about 5 minutes. Add the onions, celery, and bell pepper, and cook until softened, about 5 minutes.
Stir in the garlic powder, cayenne pepper, and flour, and cook for 1 minute. Add the tomatoes, chicken broth, Worcestershire sauce, and bay leaf. Bring to a boil, reduce the heat to low, and simmer for 15 minutes.
Add the chicken, shrimp, and hot sauce, and simmer for 10 minutes. Season with salt and pepper, to taste.
Serve over cooked rice.
