Heat the olive oil in a large skillet over medium heat. Add the eggs and cook, stirring occasionally, until the whites are set but the yolks are still runny, about 5 minutes.
Spread 1/4 cup of salsa in the bottom of an 8-inch square baking dish. Place the tortillas on top of the salsa.
Divide the beans among the tortillas, spreading them evenly.Top with the eggs and sprinkle with the cheese.
Bake for 10 minutes, or until the cheese is melted and bubbling. Let cool for 5 minutes before serving.
Garnish with cilantro and serve with remaining salsa.
