While potatoes are baking, cook bacon in a skillet over medium-high heat until crisp. Drain on paper towels and set aside.
In a small saucepan, melt butter over medium heat. Whisk in milk and heat until hot but not boiling.
Remove potatoes from oven and cut in half. Scoop out the insides and place in a bowl. Mash the potato with a fork and then stir in the melted butter and milk mixture. Add shredded cheese and stir until melted.
Place a hot dog in each bun and top with a scoop of the mashed potato mixture. Top with bacon and your favorite condiments.
