Heat olive oil in a large skillet over medium-high heat. Add onions, bell pepper, garlic, oregano, basil, salt and pepper. Cook, stirring frequently, for 5 minutes.
Add tomatoes, black beans, and corn to the skillet. Reduce heat to low and simmer for 10 minutes.
Spray a 9x13 inch baking dish with cooking spray. Pour the vegetable mixture into the dish and spread evenly.
Sprinkle cheese and bread crumbs on top of the vegetable mixture. Bake in preheated oven for 20 minutes, or until cheese is melted and casserole is bubbly.
